What TIR Means

TIR is a customs transit system for goods moving in sealed load compartments across participating countries. It supports transit procedures; final import clearance, duties and taxes remain part of the destination plan.

Illustrative planning example

Review Every Leg Of The Proposed Road Plan.

Situation

A proposed Europe/Eurasia or Middle East corridor includes a connecting leg before or after the TIR movement. A corridor description alone does not establish that this separate leg or final delivery is available.

Two Arrangements To Compare

Review The Connected Corridor Plan

Compare the connecting transport, transfer location, customs-controlled handoff, TIR movement and destination import/delivery as distinct parts of the proposed route.

Review A Different Route Or Transport Combination

If a connecting leg is unsuitable, compare another reviewed corridor or an ocean/air proposal with destination trucking for the same goods and endpoint.

What The Decision Must Establish

Establish who accepts each leg, customs control at transfers, and final import and delivery arrangements. North/Latin America requires ocean or air from China with destination trucking, rather than a direct road corridor from China.

This is a planning example. Confirm acceptance, the included work and the proposed timing for the actual shipment.

Business execution

Agree The Corridor And Every Handoff

Review the actual Europe, Eurasia or Middle East corridor, each transport leg, operator responsibilities and authorized border handoffs before approving the road shipment.

  1. Corridor And Transport Legs

    Prepare
Provide origin, final address, cargo details, readiness and any destination or route constraints.
    Approve
Review the actual corridor, transit countries and all proposed connecting legs before approving feasibility.
    Agree the record
Agree the proposed itinerary, selected transport scope and assumptions requiring confirmation.
  2. Vehicle And Transfer Handoffs

    Prepare
Identify packed size, weight, loading access, unloading needs and any proposed cargo transfer locations.
    Approve
Confirm vehicle suitability and ask the operator to confirm any customs-controlled transfer arrangements, authorized handoff locations and responsible parties.
    Agree the record
Agree vehicle requirements and retain authorized transfer points and package or seal records according to the operator's instructions.
  3. Transit And Import Responsibilities

    Prepare
Identify commercial documents, transit arrangements, responsible transport operator and destination importer.
    Approve
Confirm transit documentation and destination import clearance separately, including each party's required inputs.
    Agree the record
Agree document versions, submission responsibilities and contacts for unresolved customs-related questions.
  4. Route Updates And Final Receipt

    Prepare
Confirm receiving hours, access, unloading party and the agreed channel for route or handoff updates.
    Approve
Agree which route or transport-leg changes need renewed approval and who confirms final receipt.
    Agree the record
Agree the approved itinerary version, change decisions, delivery reference and receipt evidence.

Agree who prepares each record and which work is included in the actual shipment scope.

Scope & changes

Define The Work And The Charging Basis.

Confirm priced tasks, responsibility and the conditions that reopen a decision.

Quotation Checks

Vehicle And Route Basis

Confirm whether pricing uses vehicle, load, weight or another agreed unit, and which corridor and transport legs it covers.

Transfers And Waiting

Specify collection, cargo transfers, loading, unloading and possible waiting charges; clarify triggers and the responsible party.

Transit And Destination Scope

Separate transit-related work, import clearance, duties and final delivery; confirm who arranges and pays each selected item.

When The Plan Changes

Corridor Or Transport Leg Changes

Recheck route feasibility, transfer points, transit documents, schedule assumptions and charges; obtain approval for the revised itinerary before proceeding with the affected leg.

Cargo Or Unloading Access Changes

Recheck vehicle suitability, handling equipment, measurements and document consistency; approve revised loading or unloading arrangements and record the receiving responsibilities.

Shipment records

Build The Handover File For This Service.

Agree the actual record owners, match the shipment facts and identify the work still awaiting confirmation.

  1. Operator-Confirmed Transit File

    Who supplies or confirms
Ask the responsible operator to identify transit-document owners and authorized handoff contacts.
    Check against
Match the itinerary, transit countries, vehicle or seal references and any operator-confirmed customs-controlled transfers.
    Pending until resolved
Refer unresolved corridor or controlled-transfer changes to the operator before approving the affected leg.
  2. Commercial And Destination Import File

    Who supplies or confirms
Agree supplier document providers, the destination importer and the party confirming import requirements.
    Check against
Reconcile descriptions, quantities, values, consignee and final destination across the current invoice and packing list.
    Pending until resolved
Keep missing import inputs separate from transit confirmations; name the party providing each outstanding item.
  3. Transport-Leg And Receipt Record

    Who supplies or confirms
Name the handover contacts and receiving party for each agreed transport leg.
    Check against
Record leg references, handed-over pieces, location, event date, observed differences and receipt evidence.
    Pending until resolved
Record an unconfirmed handoff or revised leg as pending instead of treating the itinerary as completed.

Pickup & Endpoint

Confirm the supplier address and final delivery point, including loading and unloading access.

02

Packed Cargo

Send package count, outer measurements, gross weight and handling requirements. Tell us whether these are final or estimates.

03

Complete Cost Scope

Ask which collection, cross-border transport, handling, customs-related and destination delivery charges are included or separate.

Questions Before Road Transport

Which Cargo Details Should I Send First?

Start with the product, packing list, photos, packed dimensions and weight. Flag special attributes before booking; acceptance is reviewed for the specific shipment.

Can You Confirm The Route And Timing Before I Approve?

Request the proposed corridor, delivery endpoint and estimated schedule in writing. If the cargo, documents or itinerary change, ask the team to reconfirm the plan.

What Should I Compare Between Two Road Quotations?

Use the same cargo measurements, pickup point and delivery endpoint. Compare included work, separate charges, validity and responsibility for documents and delivery.
